TMN SELECTS SIEMENS FOR WAP LAUNCH USING OPENWAVE'S PLATFORM

The first Mobile Operator to introduce WAP- Services to Portugal

REDWOOD CITY, Calif. - December 11, 2000 -- Openwave Systems Inc. (Nasdaq: OPWV), the combination of Phone.com and Software.com, today announced that it has been chosen along with Siemens to implement Portugal's first commercial WAP-based (Wireless Application Protocol) platform. Siemens is providing a WAP-based global solution to TMN, the mobile operator with the largest subscriber base in Portugal. Siemens is using the Openwave™ WAP-compatible UP.Link™ Server Suite, enabling TMN to provide new wireless Internet services to its mobile customers throughout Portugal. TMN's service was commercially launched earlier this year.

The new TMN services will be accessed through mobile phones equipped with a WAP-compatible microbrowser such as the Openwave UP.Browser® microbrowser. Through the combination of microbrowser technology and Openwave's UP.Link Server Suite, TMN's mobile customers will be able to access to a wide range of TMN's Internet based services such as travel information, news, electronic customer care, and email. TMN's WAP-based information services will also be combined with other Intelligent Network services to complement GSM Phase 2+ and GPRS data service enhancements.

"Openwave software delivers a WAP-compatible platform with powerful services like PIM (Personalized Information Management) Applications," said Eduardo Cláudio, divisional Director of Internet Business of TMN. "As we deploy WAP-microbrowser-enabled handsets, we expect to see a tremendous growth in services and use of the network."

"Openwave's expertise in WAP working together with Siemens Portugal's software Mobile Data Competence Center delivered a tailored solution to market very quickly for TMN," said Leonor Almeida, manager of Siemens' Mobile Data Professional Service Center Level 2 for South Europe and Latin America. "European companies are leading the world with innovative, web enabled cellular services and through Siemens' alliance with Openwave it's possible to deliver quality solutions quickly for operators like TMN."

"TMN's desire to maintain a leadership position in the GSM world, combined with Openwave's innovative WAP product line, will form a solid foundation for a wealth of advanced services and applications for the Portuguese public," said Mike Mulica, senior vice president of Sales, Consulting and Support at Openwave. "This is another example of Openwave leadership in the GSM market - with accelerated time to market, innovative features, reliability and scalability."

The UP.Link Server offers GSM network operators such as TMN a complete WAP-based solution to enable their subscribers to gain access to Internet-based content and applications. The Openwave UP.Link Server Suite is in its fourth generation, providing a scalable and robust implementation of the WAP protocol suite. Since 1997, Openwave's solutions have been licensed to over 83 of the world's leading operator networks.

Wireless Application Protocol is an open, global specification that empowers mobile users with wireless devices to easily access and interact with information and services. Openwave (as Phone.com) was a founding member of the WAP Forum, the industry association comprising over 630 member companies. The forum has developed the de-facto world standard for wireless information and telephony services on digital mobile phones.

About TMN

TMN Telecomunicações Móveis Nacionais S.A., a Portugal Telecom company, was formed on 22 March 1991, to operate and develop the mobile phone service, introduced by the public telecommunications operators in 1989. GSM 900 technology was launched on 8th October 1992. In 1998, TMN began to install and operate DCS 1800 Radio technology.

The launching of MIMO, in 1995, took the mobile phone market by storm. This new prepaid product was exactly what the market was looking for. It was based on a pioneering and very simple concept of "Easy to buy. Ready to use," a concept soon adopted by other domestic and overseas mobile operators.

TMN has also a dynamic approach to pricing. Tariffs have been significantly reduced, new time bands and billing by the second after the first minute were introduced and connection charges eliminated.

During the year 2000, TMN launched WAP technology, obtained APCER Certification (ISO 9001) - being the first mobile communications company in Portugal to obtain such a certification. TMN is now testing its GPRS (General Packet Radio Service) system, which will soon be commercially launched. With 2,830,000 subscribers at the end of the third quarter of 2000, TMN is the market leading mobile phone operator in Portugal with close to 48% market share.
