  OPENWAVE AND SURFCONTROL CO-OPERATE TO PROVIDE MOBILE CONTENT MANAGEMENT AND MONITORING SOLUTION

  Integrated Solution Showcased at CTIA; Allows Operators to Customize Content for Subscriber Segments and Protects Users from Illegal Content

REDWOOD CITY, Calif. - March 23, 2004 -- Openwave Systems Inc. (Nasdaq: OPWV), the leading provider of open software products and services for the communications industry, today announced that the Company and SurfControl, the world's number one Web and e-mail filtering company, is demonstrating the pioneering content monitoring and management system for mobile operators at CTIA booth number 1417.

The solution will enable mobile operators to manage and monitor content accessed over their network by simply adding the CPA system to their existing infrastructure based on Openwave's WAP2 Gateway, Mobile Access Gateway (MAG) Version 6. Openwave and Surfcontrol enable mobile operators to easily and cost-effectively:
  • Block access to illegal mobile Internet sites and content;
  • Block access to inappropriate sites by unauthorized or under age users
  • Enable authorized users to access content based on content classifications.
It will allow mobile network operators to create tailored service packages for subscriber groups such as young children or teenagers. Operators will also be able to provide authorized-only access to adult content, chat rooms or gambling sites. As content filtering and access control is managed at the network level, mobile phone users do not have to upgrade their handsets or download any software.

In January 2004, UK mobile network operators Vodafone, Orange, T-Mobile, Virgin Mobile, O2 and 3 signed up to a "Code of Practice" that governs the way content is classified and made available to customers. The Code, endorsed by UK Communications Minister Stephen Timms, will come into force by the end of 2004

In a statement about the launch of the mobile industry Code of Practice, Timms said, "This Code is an excellent example of the responsible self-regulation we are keen to encourage among the mobile operators, to address issues relating to new types of content now available on mobile handsets. New technology introduces significant benefits and opportunities, but it can also bring new concerns and we must ensure that safeguards are in place to protect those who are vulnerable, such as children."

"We are committed to arming our customers with offerings that help them protect their users from unwanted content and abuse," said David Hose, senior vice president and chief development officer, Openwave Systems. "By integrating SurfControl into MAG 6, we are enhancing operators' ability to perfect their users experience with mobile data services."

"SurfControl is very pleased to be working closely with Openwave to make its Content Portal Authority solution available to mobile operators," commented Nick Outteridge, Director of OEM Technology Partnerships for SurfControl." The management of inappropriate content is now firmly on the radar screens of the leading mobile companies worldwide, and Openwave's MAG 6 provides an ideal platform to implement a highly effective URL filter."

The solution is based on the Openwave Mobile Access Gateway and Surfcontrol Content Portal Authority solution. The Mobile Access Gateway is the ideal control point in the network for the implementation of access control using the Service Plan and Subscriber Management module of MAG 6. The addition of the Surfcontrol CPA solution creates a highly scalable environment designed specifically for the Mobile Operator. The SurfControl Content Database within the carrier's network is updated daily. The CPA Database is the world's largest categorized database of inappropriate Web content, created and updated by SurfControl. The SurfControl Content Database includes more than 6.4 million URLs representing over one billion Web pages. SurfControl reviews and categorizes Web sites in more than 65 languages and 200 countries, and over 35,000 new URLs are added every week through a combination of expert human review, state-of-the-art automated tools and customer submissions.
