Openwave’s solution supports US Phase I and II E911 and EU E112 Mandates.  FCC order 94-102 mandates that all U.S. wireless operators have the ability to deliver Phase II information and routing for a 911 call by 10/1/01, with a completion date of 12/31/05. Companies not in compliance face stiff financial penalties.  The EU has passed the Universal Service Directive that requires member nations to adopt regulations requiring operators to have 112 in place. China, Canada, Australia and others are looking towards, and adopting, location based emergency service regulation.
